In line with the text of the "Turkish Customs Tariff Table Divided into Statistical Positions", which was prepared with the Presidential Decision to be valid in 2023 and includes the changes made in the customs tariff statistical positions and the definitions of goods, the import regime and additional customs tax decisions were regulated.
The Decision on Amending the Import Regime Decision was published in the repeated issue of the Official Gazette. With the decision, changes were made in the abbreviations, lists and annexes of the Import Regime Decision.
The Decision, the Agreement Establishing the World Trade Organization, to which Turkey is a party, the Customs Union Decision established with the European Union (EU), and the free trade agreements made with various countries depending on this Decision, preferential trade agreements, unilateral concessions granted within the framework of the EU's autonomous regime and the preferential regimes granted to least developed countries, countries with special incentive arrangements and some countries on the path of development within the scope of the generalized preferences system, were organized within the framework of the targets set in the development plans and annual programs, taking into account the needs and demands of the agriculture and industry sectors.
The Decision on the Amendment of the Decision on the Implementation of Additional Customs Duty on Imports was also published in the Official Gazette. The decision was prepared considering the obligations arising from multilateral and bilateral agreements within the scope of international legislation in order to support domestic production.
In line with the text of the "Turkish Customs Tariff Table Divided into Statistical Positions", which was prepared to be valid in 2023 and includes the changes made in the customs tariff statistical positions and definitions of goods, necessary changes and arrangements were made in the lists annexed to the Import Regime Decision and in the lists annexed to the Additional Customs Duty Decision.
The decisions will come into effect on January 1, 2023.
The product safety and inspection communiqués to be implemented by the Ministry of Commerce in 2023 were also published in the duplicate issue of the Official Gazette.
With the communiqués, cables, corner grinders and lawn mowers, toy-like school and office supplies, erasers, school notebooks, scissors, sharpeners, punches, staplers and pencils were included in the scope of inspection.
Certain composite plastic raw materials have been made possible, subject to conformity inspection by the Ministry of Environment, Urbanization and Climate Change. It has been clarified that import applications that are not made at least 3 working days before the waste arrives at the Turkish customs territory will not be accepted. Matters related to imported waste and scrap that have become liquidated were clearly stated.
With the communiqués, additions were made to the articles that were subject to the special permission of the Ministry of Health.
A regulation was made for the import of fluorinated greenhouse gases with high global warming potential to be subject to inspection with a document to be obtained from the Ministry of Environment, Urbanization and Climate Change as of February 1, 2023.
