Türkiye ministry of trade announced that export restrictions to Syria removed

A new phase in trade with Syria has commenced. The Ministry of Trade has officially announced the removal of export and transit restrictions to Syria.

Following the regime change in Syria, trade between Türkiye and Syria has entered a new era. A decree issued by the Ministry of Trade has lifted the existing restriction lists for exports to Syria and transit operations through Turkey’s customs zone.

In a statement, the Ministry of Trade highlighted that following the regime change on December 8, progress in economic and trade relations between Türkiye and Syria continues.

The statement also mentioned that the roadmap for the new phase, which was established in line with the agreement made with Syria, is being gradually implemented. It further emphasized, "Our government is progressively executing the roadmap based on the agreement reached with Syria. In this context, our Ministry of Trade is taking necessary decisions concerning exports, transit, and imports, which were previously restricted during the old regime."

According to the announcement, on February 8, 2025, the Ministry of Trade published a new decree. This decree officially lifted the restriction lists that were in place for exports to Syria and transit operations through Turkey’s customs zone.

Goods to be exported or transited from Turkey to Syria, through the land border gates, will now be subject to the same conditions as those for trade with other countries.

Moreover, except for "metal scrap" listed in Annex 2 of the decree, the transit of other goods from Syria to third countries through Turkey has been fully liberalized.

Finally, import operations from Syria have been normalized. The 1st annex list, which included goods requiring permits for import, has been abolished, and the import regime between Turkey and Syria has been fully integrated into the current foreign trade system.

The statement further explained, "Imported goods from Syria will now be subject to the same regulations as goods from other countries, including import rules, product safety checks, and customs duties."
