The Canada Border Services Agency (CBSA) has completed a verification of normal value for rebar imported from Algeria by Spa Tosyali Iron and Steel Industries Algerie. As part of this review, normal values and export prices under the Special Import Measures Act (SIMA) were updated in accordance with the Canadian International Trade Tribunal (CITT) anti-dumping ruling.
This review, which covers the period from October 1, 2022 to September 30, 2023, investigated the dumping of rebar from countries such as Algeria, Egypt, Indonesia, Italy, Malaysia, Singapore and Vietnam. The CBSA's process includes steps such as a detailed investigation of Tosyali's cost and pricing structures, three requests for additional information and an on-site verification in February 2024.
During the course of the review, Canadian manufacturers expressed concerns about the accuracy of Tosyali's reported production costs and pricing strategies. These issues were meticulously addressed through representations and adjustments made in accordance with SIMA regulations.
CBSA immediately implemented new normal values and export prices for rebar shipments from Tosyali. This result will drive future imports and ensure compliance with Canadian trade laws, particularly with Tosyali being confirmed as the main exporter to Canada in light of recent sales through an unrelated trading company in Turkey.
