The Mexican government has completed its reinvestigation of small and medium diameter carbon welded pipe imports from China and has decided to extend countervailing duties for the next five years until March 2028. These products are also subject to an additional 25% safeguard duty imposed in August 2023 to prevent the re-export of steel products imported into Mexico to the US market.
The minimum duty rate for Huludao Citu Tubes Industrial is $356 per tonne, while for the other two companies it is $506 and $537 per tonne. Most Chinese suppliers are subject to a tax of $618 per tonne.
Meanwhile, in another case, Mexican authorities cancelled anti-dumping and countervailing duties on plate steel from Italy and Japan. The decision came after the country's plate steel consumption increased 47.6% year-on-year to 1.59 million tonnes, of which only 163,000 tonnes were imported.
