An investigation has been launched into the importation of Russian oil and gas pipes initiated in the USA.

A group of US companies, including Borusan Mannesmann Pipe, PTC Liberty Tubulars, US Steel Tubular Products and United Steelworkers (USW), filed a petition accusing OCTG suppliers from Russia, Argentina and Mexico of dumping. Russian and South Korean suppliers are also accused of receiving illegal government subsidies.

According to the plaintiffs, the size of the dumping margin for Russian companies is 143.18%. For Argentine and Mexican producers, this figure is estimated at 320.17% and 280.14%, respectively. The level of subsidy for Russian and Korean exports was not specified, but the authors of the petition believe it exceeds 1%.

The U.S. Department of Commerce and the International Trade Commission (ITC) announced that an investigation has been launched into the case. A preliminary decision on subsidies is expected by the end of December 2021 and on dumping by mid-March 2022.

We will explore the supply of a wide range of carbon and alloy welded and seamless pipes of any size and degree of machining used in oil and gas production. Only drill pipes and steel products containing at least 10.5% chromium by weight were mined from gold.
