Vietnam’s export success struggles with increasing trade defense measures

Vietnam’s growing export success has been met with a growing number of trade defense measures from foreign markets. The Ministry of Industry and Trade recently analyzed these measures and discussed strategies to address them in a meeting with Vietnamese trade offices abroad.

Vietnam is experiencing a significant increase in the number of trade defense cases filed against its exports. While only 50 cases were recorded between 2001 and 2011, this number increased to 39 in 2020, with 14 new cases reported in the past nine months. A total of 257 cases have been recorded since 2001. The scope of investigations has expanded to include new markets such as ASEAN countries, Mexico, South Africa, and Taiwan, and more products are being examined, from high-value exports such as steel to smaller products.

Industry experts emphasize that these investigations are increasingly covering new areas such as product coverage and infringement prevention. Some countries, such as the United States, do not recognize Vietnam as a market economy, leading to the use of third-country costs in anti-dumping investigations and thus higher trade defense duties.

Vietnamese trade offices abroad play a key role in responding to these challenges by providing early warning of potential investigations and helping manufacturers and exporters better prepare. Industry experts emphasized the importance of cooperation between trade offices and businesses in helping companies develop more effective defense strategies.
