The US Court of International Trade (CIT) issued its final decision in Wheatland Tube v. United States on January 15, 2025, stating that the US Department of Commerce (DOC) was not in agreement with its previously announced final results. In response, the DOC set new dumping margins of 2.42% for Hyundai Steel, 4.95% for Husteel and 3.91% for other South Korean companies not selected for individual review.
The Ministry of Commerce had announced the final results of the antidumping investigation for the same period on May 4, 2022 and had set dumping margins of 1.97% for Hyundai, 4.07% for Husteel and 3.21% for other companies. However, the rates have been updated as a result of new calculations made in line with the CIT's decision.
In the US Customs Tariff Statistics Position Schedule, the steel pipes in question are listed under the codes 7306.30.1000, 7306.30.5025, 7306.30.5032, 7306.30.5040, 7306.30.5055, 7306.30.5085 and 7306.30.5090.
The US Department of Commerce stated that the new rates will also reshape the processes for the application of antidumping duties, while the US Department of Commerce reported that these changes have entered into force and that interested parties should act in line with the updated rates.
