The U.S. Department of Commerce announced preliminary findings with respect to imports of circular welded non-alloy steel pipe from South Korea, stating that this product was subject to dumping practices between November 1, 2021 and October 31, 2022. These preliminary findings represent an important stage in the review of steel trade practices and parties are invited to comment on them.
The origins of the investigation began in 1992 with the adoption of a ruling on imports of SCCB from South Korea and continued in 2022 with the publication of a notice of anti-dumping investigation for 23 companies, which was finally formally launched in January 2023. The investigation covers RCWB of circular cross-section not more than 16 inches in diameter and covers various elements such as wall thickness, surface finish (black, galvanized or painted) and end finish (straight, beveled, threaded or threaded and coupled).
The preliminary results provide weighted average dumping margins for the period under review. Hyundai Steel Company and Husteel Co., Ltd. show margins of 0.99% and 0.65%, respectively, while companies not individually examined face much higher margins of 90.82%. The Parties have the opportunity to comment on these findings and these comments may affect the final determination and potential anti-dumping duties.
