UAE bans the use of uncertified billets

The UAE has made it mandatory for billets to be used in rebar production to have Emirates Quality Mark (EQM) and/or ECAS certification as of 27 November 2024. The use of uncertified billets will be banned and manufacturers who do not comply with the rules will face serious sanctions. This will be one of the biggest changes in the industry.

UAE bans the use of uncertified billets

The United Arab Emirates (UAE) long steel industry has reached an important milestone under the Emirates Conformity Assessment Scheme (ECAS). The Ministry of Industry and Advanced Technologies (MOIAT) has announced that from 27 November 2024, billets used for rebar production in the UAE must be Emirates Quality Mark (EQM) and/or ECAS certified. The use of uncertified billets will be banned and manufacturers who do not comply with this rule will face serious sanctions.

CARES has given producers one last opportunity to update the origin information of their billets. By 10 January, data on uncertified billets produced before 27 November 2024 had to be submitted to the ECAS platform. After this date, the use of uncertified billets will be completely banned and market access will be blocked for producers who do not comply with the rules.

This certification process has made the verification of the origin of the billets a highly sensitive issue. CARES also warned of errors and potential fraud in this process. They noted that they have been working with customers, traders and contractors for many years in an effort to eliminate such problems.

The biggest concern in the industry is that the future use of uncertified billets could affect competition in the UAE market. Therefore, effective implementation of the new regulations is of great importance for producers and buyers.
