In the decision statement of the Turkish Contractors Association, it was stated that "Within the framework of the decision we have taken despite the very heavy conditions caused by the increasing input costs in our sector and the negativities in the global conjuncture, 1% of our residual receivables from 2022 for the public projects we have undertaken and the progress payments that will accrue in 2023 for the projects that are still under construction or will be signed this year will be donated for the reconstruction in the earthquake region."
With the prediction that the construction investment amount to be made in 2023 will be approximately 450-500 billion TL, it is aimed that the contribution to the reconstruction activity to be carried out by the contractors will reach 4.5-5 billion TL.
The statement made by the TMB included the following statements:
"Immediately after the 7.7 and 7.6 magnitude Kahramanmaraş-centered earthquakes that occurred consecutively in our country on February 6, 2023, the members of the Turkish Contractors Association mobilized their resources to the region with all their machine forces in order to remove our citizens from under the rubble and meet their urgent humanitarian needs in the provinces affected by the earthquake.
Our companies have also opened the construction site facilities in the region to meet the housing and food needs of our disaster victim citizens, and have started to work on the establishment of container and tent cities and have started to supply a large number of food and necessities.
In addition to the loss of life and injuries that shattered our hearts in Kahramanmaraş, Hatay and Adıyaman, Gaziantep, Şanlıurfa, Diyarbakır, Adana, Osmaniye, Kilis, Malatya and Elazığ, many of our citizens were left homeless. While these search and rescue and emergency humanitarian aid efforts continue, the second stage has now been reached in terms of support to the region.
Our government has determined the reconstruction of the region as the first priority in the short period ahead, including temporary and permanent housing construction projects for our citizens whose houses have been destroyed or become unusable in the first stage.
As the Turkish Contractors Association family, where the contracting companies that have realized the most important projects of our country come together in order to meet the housing needs of more than one million of our citizens who are homeless, we have decided to contribute to the reconstruction move to be initiated. Public contractors who are not members of our Union, with whom we had the opportunity to share our decision, also stated that they would agree with our proposal.

We recommend that public institutions such as KGM, DHMİ, TCDD, DSİ, General Directorate of Infrastructure Investments, Ministry of Energy and Natural Resources, Ministry of National Education, Ministry of Health, TOKİ, Emlak Konut, provincial special administrations and municipalities receive a consent from our colleagues who have contracts with them and transfer 1% of each progress payment to be made in the accrual stage as a donation to the AFAD account on behalf of the company in question.
In this way, with the prediction that the construction investment amount to be made in 2023 will be approximately 450-500 billion TL, we aim to reach 4.5-5 billion TL in the contribution to the reconstruction activity to be carried out by our colleagues.
With the donations that our members, who still do not have ongoing contracts with public administrations, will make in parallel with these levels, the amount of aid to be collected will reach larger amounts."
