Following a re-investigation, it was determined that European hot-rolled steel producers were not harmed during the tariff period. However, the European Commission says the removal of tariffs could lead to the resumption of dumped supplies.
Duty rates for hot-rolled steel range from 54.5 to 63 euros/t for Brazilian companies, 57.5 euros/t for Iranian companies and from 17.6 to 96.5 euros/t for Russian ones. Currently, the export of hot-rolled steel from Russia to the EU is prohibited.
The European Commission says it has taken additional measures to combat duty circumvention. Foreign companies, especially from Brazil, that supply hot-rolled steel to the EU must provide invoices to customs authorities to confirm the origin of the products. If there is an increase in sales at the minimum duty rate, further investigation will be conducted.
