Launched on February 23, 2024, this investigation gained momentum following a preliminary determination on July 5, 2024. The purpose of the investigation was to assess the impact of imports on the South African Customs Union (SACU) industry. ITAC's preliminary report noted that unforeseen developments and commitments under the 1994 General Agreement on Tariffs and Trade (GATT) had contributed to a significant flow of imports that could harm local industry.
In order to address these concerns, ITAC is considering recommending safeguard measures to the Minister of Trade, Industry and Competition, with safeguard duties of 13% for the first year, 11% for the second year and 9% for the third year. No final decision has yet been reached as ITAC will review stakeholders' comments on the key facts letter, giving interested parties seven days to respond before final recommendations are made.
