As SteelRadar previously noted, stainless steel producer Posco Assan had filed an antidumping application against China, Indonesia and Taiwan, stating that they had difficulties in competing due to the dumped price levels causing unfair competition.
In accordance with the communiqué on the prevention of unfair competition in imports published in the Official Gazette today, the dumping investigation was initiated based on the application made by Posco Assan TST Çelik Sanayi AŞ and supported by Trinox Metal Sanayi ve Ticaret AŞ, evaluating that the imports of the products in question caused material damage to the economic indicators of the domestic production branch.
Following the investigation, the Ministry announced that there is sufficient information, documents and evidence to open a dumping investigation and that with the decision of the Unfair Competition in Imports Evaluation Board, it has been decided to open a dumping investigation within the framework of Article 20 of the Regulation for the product originating in the Republic of China and Indonesia.
The HS Codes of the products under consideration are 7219.31.00.00.00, 7219.32.10.00.00, 7219.32.90.00.00, 7219.33.10.00.00, 7219.33.90.00.00. 00, 7219.34.10.00.00, 7219.34.90.00.00, 7219.35.10.00.00, 7219.35.90.00.00, 7220.20.21.00.11, 7220.20.21.00.12, 7220.20.29.00. 11, 7220.20.29.00.12, 7220.20.41.00.11, 7220.20.41.00.12, 7220.20.49.00.11, 7220.20.49.00.12, 7220.20.81.00.11, 7220.20.81.00.12, 7220.20.89.00.11, 7220.20.89.00.12 categorized as "cold rolled stainless flat steel'' products.
According to the Communiqué of the Ministry of Trade on the Prevention of Unfair Competition in Imports which was published in the official gazette, the anti-dumping investigation was also started against "tin-coated (tin) products" defined as "tin-coated iron or non-alloy steel flat rolling products".
The Communiqué stated that based on the application made by domestic producer Tosyalı Toyo Çelik AŞ, it was assessed that imports of products with HS codes 7210.11.00, 7210.12.20, 7210.90.40, 7212.10.10, 7212.10.90 and 7212.40.20 originating from Germany, China, Japan, Korea and Serbia resulted in material damage to the economic indicators of the domestic production branch and it has been decided to open a dumping investigation.
