To respond to the State Duma's call for the recognition of the so-called rule of the separatists in Donbas, Putin addressed the public on television shortly after the security council meeting.

In his speech, Putin stated that the Kiev administration "doesn't recognize any decision in the Donbas except the military decision" and said, "In this context, I consider it necessary to take a decision that is too late to recognize the independence of the Donetsk People's Republic and the Lugansk People's Republic as soon as possible." used the phrases.

After his speech, Putin signed the decree recognizing the independence of the so-called Donetsk People's Republic, then the so-called Luhansk People's Republic, at the Kremlin Palace. Representatives of the mentioned administrations were also present at the signing ceremony.

At the ceremony, "friendship" and "cooperation" agreements were signed between Russia and the so-called separatists' governments.

On February 15, the lower house of the Russian Parliament, the State Duma, adopted the resolution calling for Russian President Vladimir Putin to recognize the so-called administrations established by pro-Russian separatists in eastern Ukraine, and sent the decision to the Kremlin.

Despite the Kiev administration in eastern Ukraine in 2014, pro-Russian separatists formed two so-called governments on the territory of Ukraine, the Donetsk People's Republic and the Luhansk People's Republic.
