Pakistan decides to maintain anti-dumping duties on Chinese rebar

Pakistan has decided to continue anti-dumping duties on rebars imported from China for another 5 years to protect the local steel industry, according to the statement made by the National Tariff Commission (NTC) on Friday.

As a result of the investigation, NTC concluded that if dumped rebar imports from China are terminated, the domestic industry may suffer significant damage. The production, capacity utilization, sales, market share, profits and productivity of domestic producers could be negatively affected.

The Commission introduced anti-dumping duty for the first time for rebar imports from China in 2017, and the tax rate was set at 19.15%.

However, domestic manufacturers were concerned that ending the tax would lead to an increase in dumped imports from China and harm the local industry. Following these concerns, the NTC launched an investigation and determined that the tax should be continued.

If the tax continues for another 5 years, it will increase the price of rebar imported from China. This may also affect the cost of construction projects in Pakistan.

NTC explained that it takes into consideration the protection of consumers as well as the protection of local industry. The Commission stated that the tax has been kept at a reasonable level and consumers will continue to be able to purchase rebar at competitive prices.

This decision may also affect trade relations between Pakistan and China. China is a country that exports significant amounts of steel to Pakistan. Maintaining the tax could reduce China's steel exports to Pakistan.

According to the United Nations COMTRADE international trade database, China's iron and steel exports to Pakistan reached US$ 1.09 billion in 2023.
