Overmetal CEO Bashirov: There are significant opportunities in the Azerbaijan market for Turkish companies

Azerbaijani steel producer and supplier Overmetal continues to strengthen its position in the market while expanding its product range. Operating with a trade network stretching from China to Azerbaijan, the company focuses particularly on roofing materials and durable panels. Overmetal CEO Kanan Bashirov discussed the company's supply chain, production goals, and its position in the global market. Bashirov, who made significant assessments on the planned production facility in Hankendi, projects shaping steel demand in Azerbaijan, and the Metal Expert platform, stated that his outlook for the Azerbaijani steel market is positive. He also highlighted that Turkish companies have important opportunities to strengthen and expand their positions in the Azerbaijani market.

How long has Overmetal been operating, what steel products does it focus on, and how has your product range developed?

We founded Overmetal in 2013 in the People's Republic of China. We exported pre-painted steel coils to various countries from China. Currently, we are operating in Azerbaijan. Overmetal primarily specializes in roofing materials and sandwich panels. Our product range includes pre-painted steel coils, galvanized metal sheets, and sandwich panels. The company continuously expands its product portfolio in response to market demands.

We initially started our operations with pre-painted steel coils used exclusively for roofing. However, over time, we expanded our product range to meet the needs of our customers. This expansion includes cold-rolled steel sheets, scaffolding systems used in reinforced concrete systems produced in Russia, as well as vice clamps and tie rods. Additionally, for certain projects, we import various steel products from Russia for our customers. Today, we offer a broader, high-quality, and durable product range to our customers.

How do you secure your raw material supply, and what challenges do you face in this process?

At Overmetal, we primarily source our raw materials from the Chinese and Russian markets. Products such as pre-painted steel coils, galvanized metal sheets, and the raw materials for sandwich panels are mainly procured from these markets.

The key challenges we face in procurement include fluctuations in global steel prices, exchange rate changes, particularly in the Russian ruble during times of war, increased transportation and logistics costs, and delays in the supply chain. However, we try to mitigate these issues by establishing long-term partnerships with reliable suppliers, optimizing procurement processes, and implementing effective logistics solutions.

What are your main customer segments, and how do you offer tailored solutions to these customers?

Our main customer segments are construction companies, industrial businesses, and individual customers. We adopt customized approaches based on the specific needs of each customer group.

For construction companies, we offer a wide range of roofing products, sandwich panels, and reinforced concrete systems. We also fulfill product import requests tailored to specific projects.

For industrial businesses, we supply durable and high-quality raw materials to help improve their production efficiency.

For individual customers, we take orders and provide solutions tailored to their specific needs.

Additionally, we also handle the installation of the products we sell and provide labor, allowing our customers to more easily monitor their projects, suggest necessary adjustments, and deliver turnkey projects.

To better meet our customers' demands, we continuously expand our product portfolio, strengthen quality control, and implement efficient logistics solutions.

Considering the competitive structure of the regional steel market, how does Overmetal maintain its position in the market?

At Overmetal, we implement various strategies to maintain and strengthen our position in the local market. We also continuously improve our customer services. Our expert team provides technical support and project management services. Competitive pricing and fast delivery are also key factors that differentiate us in the market.

Additionally, thanks to our innovative logistics solutions and effective supply chain management, we shorten delivery times, enabling us to offer timely and high-quality services to our customers. Through these strategies, Overmetal strengthens its position in the market while maintaining customer satisfaction.

Are you planning to make investments in production capacity, technology, or infrastructure?

At Overmetal, we plan to make investments in various areas to increase our production capacity and enhance our technological infrastructure. We aim to establish a roofing materials production facility in the city of Hankendi, which was liberated after the Second Nagorno-Karabakh War. This investment will play a significant role in the region's reconstruction and ensure the timely and efficient resolution of logistics issues.

How have fluctuations in global steel prices affected Overmetal’s operations and pricing strategies?

Fluctuations in global steel prices directly impact both the general market and our operations and pricing strategies. Increases or decreases in steel prices require us to review our pricing policies as they affect our product costs.

To protect our customers from price hikes, we implement a flexible pricing policy and set our prices according to the current market conditions.

Additionally, to minimize the impact of price fluctuations, we strive to establish a stable supply chain by entering into long-term agreements with our suppliers. By optimizing our product variety and the services we offer, we focus on providing our customers with more stable and competitive prices.

Does Overmetal have plans to expand beyond Azerbaijan? If so, which markets are targeted?

Currently, Overmetal exports small quantities of pre-painted steel coils from China to Brazil on a monthly basis. At this time, we do not have any investment plans in other countries. However, we plan to establish the Metal Expert platform to achieve specific goals in both the local and global markets.

Metal Expert is a platform where information and innovations related to the steel industry will be shared. The platform aims to present industry trends, market analysis, technological innovations, and expert interviews to customers. It also aims to effectively disseminate information about the trade of steel and other metal products and facilitate connections in both local and international markets.

What are your expectations for the Azerbaijani steel market in the coming years?

Our outlook for the Azerbaijani steel market is positive. In particular, large-scale reconstruction and construction projects in Karabakh will increase the demand for steel products. Additionally, the Azerbaijani government's high targets for non-oil sectors and incentives to attract foreign investors will support the development of new projects.

These developments will lead to an increase in local metal supply and the growth of the market. The global energy sector, automotive, and construction materials production, along with major projects in the country—especially the reconstruction efforts in Karabakh, the Alat Free Trade Zone, White City, Sea Breeze, and other large-scale projects—will necessitate steel product imports in the short term. This will contribute to the dynamic growth of the Azerbaijani steel market.

Considering all these factors, there are significant opportunities for Turkish companies to strengthen and expand their positions in the Azerbaijani market. This market, as one of the strategic hubs of the region, holds great potential, and collaboration opportunities are rapidly increasing. In this context, the Metal Expert platform aims to promote its members in the local market, establish partnerships with domestic construction companies, and strengthen relationships with traders and steel structure firms.

Additionally, we plan to organize meetings, workshops, and training sessions with industry experts. Metal Expert aims to bring together customers with specific project requirements and facilitate knowledge sharing on the sales and supply of steel structures.

Additionally, as the Metal Expert platform, we plan to participate in the Baku Build exhibition in Baku in October 2025, promote our members at the booth, and conduct promotions through magazines and brochures. We also aim to organize a Metal Forum by the end of the year. We want Turkish steel companies to join our platform, and we will support them in finding the right business partners and effectively promoting their products.
