55 senators voted in favor of imposing sanctions, which was voted on by Texas Senator Ted Cruz, while 44 voted against it. At least 60 votes were required for the sanctions to be passed.
Connecticut's Democratic Senator Chris Murphy said about bringing the sanctions to the Senate's agenda, "If this law passes, it will increase the possibility of an invasion of Ukraine because it separates the United States from Germany at a time when we should be united against Russia."
Virginia Senator Democrat Mark Warner said of the voting on the sanctions, "I don't like the idea of North Stream 2, but it would seem theatrical for us to disturb one of our best allies at a time like this."
Behind the voting of the sanctions in the Senate is the agreement between Senate Majority Leader Chuck Schumer and the law's Republican sponsor, Texas Senator Ted Cruz, which includes voting on Biden's foreign policy executive candidates.
