Kazakhstan plans to extend ban on ferrous scrap exports for another six months

Kazakhstan's Ministry of Industry and Trade has made public a draft of a new legal regulation banning the export of ferrous scrap and waste by rail transport for six months.

The Ministry of Industry and Trade of Kazakhstan has submitted a new draft legislative regulation on the temporary prohibition of export of ferrous scrap by railway freight. The draft has been published for public discussion. The ban is effective from the moment of its official adoption and will be valid for six months. The ban applies to the export of ferrous scrap and waste as well as iron ingots for remelting.

However, the prohibition does not apply to:

-alloy steel with a nickel content of 8 % or more
-corrosion resistant steel waste and scrap
-used pipes, rails, railway lines and rolling stock.

The Ministry explains that this move is intended to secure the domestic market and support 11 domestic metallurgical companies that depend on this strategically important raw material.

From 5 May 2024, the export of ferrous and non-ferrous scrap and waste is banned in Kazakhstan.

Earlier, it was reported that the Russian Union of Electrometallurgical Enterprises had applied to the Russian authorities with a request to affect Kazakhstan, as the ban could lead to a scrap deficit of up to 500 thousand tonnes in Russia and an increase in the price of finished products.
