The decision came into force on November 2, 2024 and includes a ban on the export of aluminum, copper and lead scrap, including lead batteries, as well as scrap containing cadmium and mercury. Previously, the ban concerned ferrous scrap metal.
The Government of Kazakhstan imposed a ban on the export of non-ferrous scrap metal by any means of transport for 6 months in October 2022. The decree also included a temporary ban on the export of ferrous scrap metal by highways and sea routes. These measures were extended in October 2023.
The main importer of Kazakhstani scrap metal is Russia. In 2022 and 2023, 692 thousand and 591 thousand tons were delivered in this direction, respectively. In February 2024, against the backdrop of 12% growth in the construction industry of Kazakhstan, the government of the country expanded the ban on the export of ferrous scrap metal by rail in order to support local consumers.
In terms of non-ferrous scrap metal exports, 1,628 tons of copper and 4,845 tons of aluminum scrap were exported from Kazakhstan in 2022, 95% of which went to Russia. Due to the ban in 2023, the volume of foreign sales of these raw materials fell to insignificant values.
