India's Ministry of Commerce and Industry has issued a final affirmative decision regarding the anti-dumping (AD) investigation on welded steel pipes and tubes imported from Thailand and Vietnam. As a result, a five-year anti-dumping measure will be enforced, with duties ranging from USD 0 to USD 246.49 per ton on products from Thailand and from USD 0 to USD 307.79 per ton on those from Vietnam.
This development follows India's earlier decision in June to impose a countervailing duty (CVD) on the same products from Vietnam. Consequently, the AD duty for Vietnam has been adjusted to account for the difference between the newly confirmed AD rate and the CVD rate established in June.
The products affected by the duties are listed under the following HS codes:
73064000, 73066100, 73066900, 73041110, 73041190, 73044100, 73045110, 73049000, 73051129, 73059099, 73061100, 73062100, 73062919, 73063090, 73065000, 73069011, 73069019, and 73069090.
The anti-dumping investigation, which was launched on September 30, 2023, by India’s Directorate General of Trade Remedies (DGTR), stemmed from a petition submitted by the Stainless Steel Pipe and Tubes Manufacturer Association of New Delhi and Gujarat states and the investigation period spanned from April 1, 2022, to March 31, 2023, with the injury investigation covering the fiscal years 2019-2020, 2020-2021, 2021-2022, and the investigation period itself.
