Both companies requested the annulment of Council Implementing Regulation (EU) 2016/1328 of 29 July 2016 imposing anti-dumping duties and provisional duties on certain cold-rolled steel products imported from China and Russia.
The applications were filed by Russian companies before a court in Luxembourg in October 2016, after the European Commission had considered and investigated complaints by the European steel association Eurofer. As a result of this investigation, Severstal and NLMK were declared non-cooperative companies and subject to duties of 25.4% and 26.2% respectively. In May 2021, these duties were increased to 34.1% for Severstal and 36.1% for NLMK and other Russian steel companies.
In September 2021, the European Court of General Competence rejected Severstal and NLMK's applications as unsatisfactory.
