EU steel import quotas trigger tariffs for Q4 trade

Importers of hot-rolled coil in Europe are weighing the cost of tariffs after the European Commission's 'other countries' quota expired on the first day of fourth-quarter trade.

Data released by the European Commission showed that more than one million tonnes of material from countries without safeguard measures allocated to a specific country had reached European shores by 2 October, filling the quota by 12%.

A total of 933,743 tonnes of material falling under the Non-Alloy and Other Alloy Hot Rolled Plates and Strips product category of safeguard measures will be available tariff-free between October and December.

However, the 25% duty on excess quantities, which stood at 107,976 tonnes as of 2 October, will be shared equally among importers.

According to European Commission data, the 'other countries' category of EU safeguard measures is also full in the Non-Alloy and Other Alloy Wire Rod product category. As of 2 October, it was 558 tonnes over its allocation of 121,208 tonnes.

Other quota limits exceeding the fourth quarter EU quota on 2 October included Stainless Bars and Light Sections from India (by 18%); and Large Welded Tubes, 25B (by 14%), Sheet Piling (by 6%) and Metallic Coated Sheets (by 4%) from China.
