The taxes in question were first introduced in October 2017. These taxes were set as a flat tax between 17.6-96.5 Euro/ton depending on the country of origin and the factory. Russian Severstal was subjected to the lowest customs duty and MMK was subjected to the highest customs duty.
Initially, a tax was also imposed on imports of HRC originating from Ukraine in 2017; however, this measure was canceled after Russia invaded Ukraine last year.
"The Commission has concluded that there are no compelling reasons in the interest of the Union against the continuation of existing measures for the import of certain hot-rolled flat products made of iron, non-alloy or other alloy steel originating from the Federal Republic of Brazil, the Islamic Republic of Iran and the Russian Federation," the official announcement of the European Commission says.
"Following the implementation of anti-dumping measures against HRC imports from Brazil, Iran and Russia in 2017, imports from Brazil decreased, while imports from Russia remained at generally similar levels compared to the initial investigation. In the case of Iran, HRC imports to the Union were completely stopped in 2020, allowing the Union industry to start getting rid of the harmful effects of dumped imports from the relevant countries."
