From January 20 to February 1, 2025, all eligible businesses engaged in scrap metal activities in Russia must submit their annual report for 2024 in the mandatory Form No. 14-MET (Scrap), titled “Information on the Generation and Use of Ferrous and Non-Ferrous Metal Scrap.” This requirement is crucial for monitoring and regulating the scrap metal industry, which is a vital component of the circular economy.

Who Must Report?

The obligation to submit Form No. 14-MET applies to legal entities licensed to collect, store, process, and sell ferrous and non-ferrous metal scrap. However, this requirement excludes microenterprises. According to Russian regulations, microenterprises are defined as businesses with an annual income of less than 120 million rubles and no more than 15 employees.

Submission Deadlines and Methods

The reporting period covers activities for the entire calendar year of 2024. Reports must be submitted between January 20 and February 1, 2025. Companies can file their reports through the following channels:

  • Online Submission: Via Rosstat's official online collection platform at websbor.rosstat.gov.ru
  • Authorized Platforms: Companies can also use specialized software, such as 1C or Kontur, to streamline the reporting process.

Reporting Guidelines

Each report must include:

  • Data on the generation and use of scrap, categorized into ferrous and non-ferrous metals.
  • Detailed figures for each subdivision of the company within the same region, as well as separate reports for subdivisions located in different regions.

The report adheres to a "balancing principle," ensuring that the recorded scrap generation and usage figures align. Any inconsistencies must be corrected before submission. Specific columns in the form require input in tons (with one decimal place) or in thousands of rubles, depending on the data category.

Compliance with these reporting requirements is essential for businesses to maintain their licenses and ensure transparency in the scrap metal industry. The data collected supports industry regulation and the development of policies aimed at enhancing the sustainable use of metal resources.
