EU Commission imposes duties on cold-rolled flat products from Türkiye, Vietnam and Taiwan

The European Commission has extended the definitive countervailing duties on stainless cold rolled flat steel products (SSCR) originating in Indonesia to cover imports of material shipped from Türkiye, Taiwan and Vietnam, the European Commission announced.

The European Commission (EC) has expanded the range of duties on stainless cold-rolled flat steel products (SSCR). These countries include Taiwan and Vietnam, as well as Türkiye.

One of the related developments is that Trinox and Posco Assan TST Çelik Sanayi A.Ş. in Türkiye have requested waivers. Trinox's request was rejected, while Posco Assan's was granted, even though investigations showed that Posco's shipments had not increased since the beginning of the investigation.

The European Steel Association, Eurofer, took action in 2023 to investigate the possibility of circumvention of measures on SSCR imports originating in Indonesia. In 2021, SSCR exports to the EU from Taiwan, Türkiye and Vietnam increased and continued to increase while the measures were in place in 2022.

Countervailing duty rate for this policy, which aims to prevent Indonesian products from circumventing duties, was set at 20.5%.

"The Commission's review confirmed significant circumvention through imports from Taiwan, Türkiye and Vietnam," said Axel Eggert, managing director of Eurofer. "The Commission will also apply rigorous monitoring to determine whether imports from Taiwan, Türkiye and Vietnam are made from steel melted and cast in Indonesia," the association added.

The Commission also extended the existing 19.3% anti-dumping duty rate on SSCR imports from Taiwan and Vietnam.

With the European Commission in 2022 imposing definitive countervailing duties on stainless products imported from Indonesia following an anti-subsidy investigation, it was later confirmed that a significant volume of stainless steel exports were converted into SSCR in Taiwan, Türkiye and Vietnam for export to the Union.
