The new regulation requires imports of SSCR flat products from Taiwan, Turkey and Vietnam to be subject to registration for the next nine months, whether or not they are declared as originating in these countries.
The EU has expressed suspicion that Taiwan, Turkey and Vietnam are importing stainless steel slabs or hot-rolled flat products from Indonesia, converting them into cold-rolled stainless steel and then exporting them to the EU. This suspicion stems from a significant increase in imports into the EU from these three countries since the anti-dumping investigations were launched.
The total value of Indonesian components in the final product exceeds 60%, while the value added during processing in Taiwan, Turkey and Vietnam is less than 25% of the production cost.
According to the Commission, these practices affect both the quantity and the price of SSCR steel in the EU, undermining the intended effects of existing anti-dumping measures.
The Commission has therefore opened an investigation into potential violations of the anti-dumping measures on flat-rolled stainless steel products. These products are already subject to measures when they originate in Indonesia.
In the current investigation, the product remains the same, but the focus is on shipments from Taiwan, Turkey or Vietnam, regardless of whether they are declared as originating in these countries.
