The European Commission has published a new draft regulating the application procedures under the Carbon Border Adjustment Mechanism (CBAM).

The European Union published a new draft of the application procedures for the Border Carbon Adjustment Mechanism (CBAM) in the EU Official Journal on March 17, 2025. The draft includes important regulations on the application processes and details on the information to be requested from applicants, evaluation criteria and appeal mechanisms.

Applicants are required to submit their documents completely and accurately. Additional information may be requested during the process. If the applications are rejected, the applicants will have the right to appeal.

Commission assured that transparency will be ensured in the decision-making process and the rights of the applicants will be protected. The procedures will be conducted in a fair and rigorous manner.

This new regulation aims to create a fairer competitive environment in global trade in line with the EU's goals to reduce carbon emissions. CBAM's application procedures, which will ensure its effective implementation, will make the process more predictable for companies.
