The investigation, initiated June 24th, 2024, stemmed from a complaint filed by EUROFER, representing producers accounting for over 25% of the EU's total hot-rolled flat steel production.
The affected products are uncoated, iron or alloy steel hot-rolled flat products, not further processed after hot rolling, and supplied in coils or cut-to-length (including narrow strip products). These are classified under the following HS codes:

The Commission acted under Article 14(5) of the basic Regulation. This surveillance allows for the retroactive application of any anti-dumping duties levied as a result of the ongoing investigation, subject to certain conditions to be detailed in the final duty imposition regulation. The surveillance period ends nine months after the regulation's entry into force.
