EU imposes temporary AD duty on HRC's imported from Egypt, Japan and Vietnam

The EU has imposed temporary anti-dumping duties on imports of hot-rolled steel products from Egypt, Japan and Vietnam.

In order to protect the EU steel industry and combat unfair trade practices, the European Commission has decided to impose provisional anti-dumping duties on certain hot-rolled steel coils (HRC) originating in Egypt, Japan and Vietnam.The new EU Regulation (EU) No 2025/670, published on April 4, provides for the imposition of duties on imports of these products at different rates depending on the countries and exporters.

The EU Commission initiated the investigation following a complaint filed on June 24, 2024 by the European Steel Association ('EUROFER' or 'complainant'). The complaint was made on behalf of the Union industry of certain hot-rolled flat products of iron, non-alloy or other alloy steel within the meaning of Article 5(4) of the basic Regulation. The complaint contained evidence of dumping and resulting material injury sufficient to justify the initiation of the investigation.

The provisional antidumping duty rates were set at 12.8% for all Egyptian companies and Ezz Steel, 6.9% for Tokyo Steel, 32.9% for Daido Steel and JFE Steel, 42.5% for Nippon Steel and all other Japanese companies, and 12.1% for Formosa Ha Tinh Steel and 0% for Hoa Phat Dung Quat Steel in Vietnam.

The new arrangement will be valid for six months. The HS codes of the products in question are; 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10 7208 53 90 , 7208 54 00 , 7211 13 00 , 7211 14 00 , 7211 19 00 , old 7225 19 10 (TARIC code 7225 19 10 90), 7225 30 90 , old 7225 40 60 (TARIC code 7225 40 60 90), 7225 40 90 , old 7226 19 10 (TARIC codes 7226 19 10 91, 7226 19 10 95), 7226 91 91 and 7226 91 99.
