Countries importing HRC to Europe will be asked to pay part of the 25% safeguard duty, as the quantities currently being processed at customs have exceeded the allocated first-quarter quota.
As in Q4 2023, there are around 1.1 million tons of HRC waiting to be cleared under the "other countries" subgroup. This exceeds the current duty-free quota by around 170,000 tons, which means importers could be asked to pay almost 5% duty on these imports.
The "other countries" quotas cover all import origins except Serbia, Turkiye, India, South Korea and the UK.
Importers of metallic coated coils from China are likely to face a similar problem. The allocated quota for the first quarter is just over 126,000 tons, but more than 190,000 tons of this product are currently awaiting clearance by EU Customs.
