EU HRC importers set to pay fourth quarter duties

European importers of hot rolled coil are preparing to find out the amount of safeguard duties they will have to pay on HRC imports previously ordered and processed at EU Customs this week.

According to the European Commission's official system, more than 1 million tonnes of HRC from countries without safeguard measures allocated to a specific country are being withdrawn from customs this week. However, a total of 933,743 tonnes of duty-free allocations are available for October-December, so the 25% duties on excess quantities will be shared equally among all importers.

Countries supplying HRC to the EU without a specific country quota include Japan and Egypt.

Similarly, tensions are growing among HRC importers from South Korea. The country's quotas were fully utilised last quarter and 186,030 tonnes of new quotas are currently available, but around 100,000 tonnes are awaiting customs clearance.

Looking at imports of other rolls, importers will also face duties on other imports: Over 130,000 tonnes of metal-coated coils from China are awaiting customs clearance, which is more than the allocated quota of 127,995 tonnes.
