Canada launches AD investigation into steel imports from 10 countries, including Türkiye

Canada has launched a dumping investigation into imports of certain carbon and alloy steel wire imports from notably Türkiye, but also China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand and Vietnam.

The Canada Border Services Agency (CBSA) announced on Tuesday (April 22, 2025) that it has launched an investigation to determine whether certain carbon and alloy steel wire imports from China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, Vietnam, and Vietnam, in particular Türkiye, are being sold at unfair prices in Canada. The CBSA emphasized that dumping these products on the Canadian market can undermine fair competition by harming local industries.

The investigation was initiated in response to a formal complaint filed by Sivaco Wire Group 2004, L.P. and ArcelorMittal Long Products Canada G.P. The complainants alleged that they had suffered serious injury due to the increased volume of dumped imports, including price distortion, price suppression, loss of sales and market share, reduced net income and profitability, reduced capacity utilization, inability to obtain capital for investment, and reduced employment.

The Canadian International Trade Tribunal (CITT) and CBSA will jointly conduct the investigation. The CITT will launch a preliminary investigation to determine whether these imports are harming Canadian producers and will announce its decision by June 20, 2025. The CBSA will examine whether these products are sold at unfair prices in Canada and will announce a preliminary decision by July 21, 2025.
