Canada begins expiry review of anti-dumping order on steel plates

The Canadian International Trade Tribunal (CITT) has commenced an expiry review of the anti-dumping order concerning hot-rolled carbon steel and high-strength low-alloy steel plates imported from Romania, Bulgaria, and the Czech Republic. The purpose of this review is to evaluate whether lifting the current anti-dumping measures would result in a resurgence or continuation of dumping practices, which may negatively impact the Canadian steel industry.

The review process is divided into two key stages. By March 6, 2025, the Canada Border Services Agency (CBSA) will determine if there is a likelihood of dumping continuing or resuming. Following this, if the CBSA's determination is positive, the CITT will make a final ruling by August 13, 2025, to evaluate whether the dumping would cause injury to Canadian producers.

The products under review include hot-rolled carbon steel and high-strength low-alloy steel plates, commonly used in construction and manufacturing, with specific dimensions in width and thickness.
