The main objective of the investigation is to examine whether the products concerned are subject to dumping and whether these imports are causing injury to Egyptian domestic production.
Flat Steel Import, Export and Industry Association (YISAD) made a statement regarding the anti-dumping investigation launched by the Egyptian Ministry of Investment and Foreign Trade on October 31, 2024 against “Cold Rolled, Galvanized and Painted Flat Steel” products originating from Türkiye and the People's Republic of China. YİSAD underlined that the scope and possible effects of this investigation should be closely monitored.
The main objective of the investigation is to examine whether the products concerned are dumped imports and whether these imports have caused injury to Egyptian domestic production. When domestic industries claim that they have suffered material injury due to imports of similar products that they manufacture, countries may impose additional obligations on top of existing customs duties by resorting to trade policy measures. This harm can be caused by unfair competition in the importing country's market as a result of low price policies or subsidized exports.
YİSAD stated that the investigation will be conducted under the World Trade Organization (WTO) Anti-Dumping Agreement to which Türkiye is a party and Egypt's national legislation. The Egyptian authority announced that it may use sampling method in case of a large number of exporters. While the questionnaire was sent to known exporters, those that have not yet applied were asked to provide the necessary information within 30 days. Individual dumping margins will be calculated for the companies included in the sampling and more advantageous margins will be applied to cooperating companies.
The HS codes of the rolled products under investigation are 720915, 720816, 720917, 720918, 720925, 720926, 720927, 720928, 720990, 721041, 721049, 721061, 721070, 721090, 721123, 721129, 721190, 721230, 721240, 721250, 721260, 722592 and 722599.
YİSAD stated that if companies do not cooperate during the investigation process, they may face more negative consequences. Therefore, companies are advised to review the relevant information on the Ministry's website and complete the necessary documents. Exporters are expected to strengthen their defense strategies by taking advantage of the consultancy support provided by the Türkiye Exporters Assembly (TİM). In addition, it is planned to take a common stand against Egypt by obtaining legal and consultancy services in coordination with exporters' associations.
It is important for companies to follow the developments regarding the investigation and report to the Ministry by November 15, 2024 at the latest.
