The investigation was based on allegations that Vietnamese steel producers were exporting to the US using hot-rolled steel imported from China, Taiwan, South Korea and India.
On August 3, the DOC ruled that non-HRS steel pipes originating in Taiwan were not involved in the tax evasion. However, on November 9, the DOC determined that other steel pipe products imported from Vietnam evaded duties imposed by the US on China, Taiwan, South Korea and India.
The Ministry of Industry and Trade allowed Vietnamese exporters to prepare a document to verify that HRS from certain countries was not used. In this way, exporters will be exempt from the measures by verifying that they do not use hot-rolled steel (HRS) originating in China, Taiwan, South Korea and India.
