100% tax on scrap exports from Uzbekistan

Uzbekistan has introduced a new regulation on scrap exports, imposing export duties on 86 product groups, including ferrous and non-ferrous scrap, starting July 1, 2025. The tax rate on scrap and waste metals was set at 100%.

The decree, signed by President Shavkat Mirziyoyev, aims to stimulate the domestic processing sector, attract investment in industry and harmonize export policies with WTO rules. Azizbek Urunov, Uzbekistan's special representative for WTO affairs, emphasized that the export duties will introduce a more transparent system by eliminating permitting processes.

Other countries in the region also continue to impose restrictions on scrap exports. In early March, Kyrgyzstan extended its ban on scrap exports outside the EAEU for another six months. Russia increased its scrap export quota from 650,000 tons to 1.5 million tons for 2025 and announced a 5% tax on exports within the quota and a tax of at least EUR 290 per ton in excess. Armenia and Kazakhstan also decided to extend their scrap export bans until 2025.
